# Construir Capacidades de Uso en un Sistema de Identificación

Construir una capa de casos de uso sobre cualquier sistema de identificación fundacional/funcional es clave para desbloquear la prestación de servicios. La identidad debe considerarse como una infraestructura para proporcionar a los ciudadanos un óptimo acceso a los servicios.

Un sistema de identificación es tan potente como los casos de uso que puede desbloquear. De esta manera, los países pueden fomentar la inscripción y garantizar que su sistema de identificación sea "atractivo". Las siguientes capas construidas sobre un sistema de identificación pueden hacer que un sistema existente funcione como infraestructura pública digital en la economía, y todas ellas pueden ayudar a aumentar la inscripción/adopción y el uso de una identidad.
